NFVCB, China Explore Partnership to Expand Nollywood’s Global Reach
The National Film and Video Censors Board (NFVCB) and the China Film Administration are exploring a strategic partnership to expand film distribution between Nigeria and China, improve market access for filmmakers and strengthen regulatory cooperation.

The initiative emerged during a meeting between the NFVCB management and a Chinese delegation led by Mr Bai Yimin, Chairman of HuaXia Film Distribution Ltd. Co., at the Board’s office in Abuja.

Receiving the delegation, the Executive Director and Chief Executive Officer of the NFVCB, Dr Shaibu Husseini, expressed the Board’s readiness to deepen engagement with Chinese film industry stakeholders to facilitate the distribution of Nigerian films, particularly Nollywood productions, in China.
He also highlighted opportunities to expand the circulation of Chinese films in Nigeria, noting that stronger bilateral cooperation could create new commercial opportunities for filmmakers and distributors while promoting cultural exchange and economic growth.

Husseini said the Board was willing to enter into appropriate agreements to facilitate mutually beneficial partnerships but stressed that all distribution arrangements involving the Nigerian market must comply with the country’s regulatory framework.

He urged the Chinese delegation to work with duly registered Nigerian distribution companies and consult the Board to verify the registration and regulatory status of prospective partners.
Discussions centred on practical measures to strengthen film distribution between both countries, including theatrical releases, licensing arrangements, regulatory cooperation and the exchange of technical expertise.

The two sides also examined ways to simplify licensing and rights-acquisition processes, protect intellectual property and reduce barriers to legitimate cross-border distribution.

Husseini emphasised the need for closer engagement between the relevant regulatory authorities to improve understanding of film classification requirements and distribution procedures in both countries.

As part of efforts to strengthen the Board’s operational capacity, the NFVCB chief executive requested support from the Chinese delegation for modern film classification infrastructure.
He explained that technical assistance and professional knowledge exchange would enhance the Board’s institutional capacity and improve its ability to discharge its statutory responsibilities amid rapid technological changes in the global film industry.

The meeting also addressed emerging challenges associated with artificial intelligence, digital distribution platforms and the online circulation of unclassified films.

Both sides acknowledged the importance of developing appropriate strategies to promote responsible content distribution, ensure regulatory compliance and safeguard intellectual property in an increasingly digital environment.
In his remarks, Bai Yimin expressed the delegation’s willingness to explore practical opportunities for strengthening film distribution between Nigeria and China.

He highlighted the potential for collaboration among industry stakeholders to improve market access, facilitate film circulation and deepen bilateral relations through cinema and audiovisual content.

To sustain the discussions, the Chinese delegation invited Husseini to visit China for further engagements on areas of mutual interest.

The proposed visit is expected to explore practical frameworks for cooperation in film distribution, licensing, classification, technological advancement and professional knowledge exchange.
Other members of the Chinese delegation included Mr Xu Yang and Mr Shang Xiao Meng of China Film Distribution; Mr Yang Gang, Chief Executive Officer of Tai Ge Film Company; and Mr Luo Gaocheng of Tiger Pictures Entertainment.

The meeting was facilitated by veteran filmmaker and Convener of the Abuja International Film Festival, Mr Fidelis Duker, and attended by members of the NFVCB management team.

The engagement underscores growing opportunities for Nigeria and China to strengthen cultural and commercial ties through the film industry, with potential benefits for Nollywood’s international visibility, distribution networks and revenue generation.
