Comptroller Oshoba Vows More Milestones as Apapa Customs Breaks All-Time Record With ₦303bn October Revenue

The Apapa Command of the Nigeria Customs Service (NCS) has shattered its own revenue record, collecting an unprecedented ₦303 billion in October 2025 — the highest monthly haul ever recorded by any Customs Command in Nigeria’s history.

The landmark achievement, which surpasses the ₦264 billion collected in October 2024, has brought the Command’s total revenue for the first ten months of 2025 to ₦2.4 trillion, effectively exceeding its entire 2024 annual collection two months before the year’s end.

According to a statement issued on Monday by the Command’s Public Relations Officer, Superintendent of Customs (SC) Tunde Ayagbalo, the new record underscores Apapa’s strategic importance as Nigeria’s premier trade hub and the growing efficiency under the leadership of Comptroller Emmanuel Oshoba.

Comptroller Oshoba, who hailed the officers and stakeholders for their dedication, described the milestone as “the beginning of more revenue generation exploits” under his watch.

“I commend my officers and our compliant stakeholders for this revenue collection milestone, but it's not our final destination,” Oshoba said. “While we are deploying all tools of trade facilitation as directed by the CGC, including the One-Stop-Shop (OSS) which harmonizes all customs procedures and processes to save time and promote efficiency, we are also preventing revenue leakages.”

Oshoba noted that the Command’s recent internal training for newly promoted Deputy and Assistant Comptrollers was designed to boost operational performance and align with the directives of the Comptroller-General of Customs, Bashir Adewale Adeniyi, MFR.

He further disclosed that Apapa Customs is preparing for a new Drive-Through Scanning regime, expected to process an average of 150 containers per hour — a move he described as “revolutionary in the annals of trade facilitation in any West African port.”

"We have a zero-compromise stance in the application of demand notices (DN) for the recovery of uncovered shortfalls in revenue, and my officers are very vigilant in checking any attempt to misapply Harmonised System (HS) Codes for duty evasion,” Oshoba stated.

Reaffirming his commitment to ease of trade, Oshoba revealed that he had conducted unannounced visits to port access roads to engage truckers, freight forwarders, and licensed customs agents, urging them to cooperate with the Nigerian Ports Authority (NPA) to ensure smooth cargo evacuation.

“If cleared consignments fail to exit, new ones coming for examination or scanning would be slowed down, and this affects trade directly while impeding NCS revenue collection and trade facilitation mandates,” he explained.

The Customs Area Controller also held discussions with the Port Manager to strengthen inter-agency collaboration aimed at enhancing Apapa Port efficiency.

"We need the support of everyone to consolidate and build on the existing achievements we have recorded in terms of revenue collection and trade facilitation. We are ready to do better,” Oshoba concluded.
