Comptroller Aliyu Moves to Deepen Intelligence Operations as He Takes Over FOU Zone A

With a pledge to deepen intelligence-driven enforcement, Comptroller Gambo Aliyu has stepped in as the new Area Controller of the FOU Zone A, signalling a more forceful approach to tackling the smuggling operations challenging Nigeria’s economy and security.

Aliyu, who took over from ACG Mohammed Shuaibu on Wednesday, in Lagos, pledged unwavering commitment to intelligence-driven anti-smuggling operations. He thanked the Comptroller-General of Customs, Adewale Adeniyi, for the opportunity to lead what he described as a critical enforcement hub.

Expressing appreciation to his predecessor, ACG Muhammed Shuaibu recently elevated to the rank of Assistant Comptroller General, Aliyu commended his “outstanding service and achievements” and promised to build on the progress made.
“I assure you that we will consolidate on these achievements for even greater successes,” he said.

Describing FOU Zone A as strategic, dynamic and challenging, Aliyu emphasised the unit’s central role in “enforcing compliance, suppressing smuggling and safeguarding the economic integrity of our dear nation.” He added: “I am aware of the enormous responsibilities that come from this position. However, I am confident that with the cooperation and professionalism of the gallant officers and men of this command, we will continue to fulfill this mandate diligently.”

Aliyu, who previously served as Customs Area Controller of Oyo/Osun Command, listed his strategic priorities, including strict professional conduct, stronger stakeholder engagement, and enhanced capacity building and welfare.

“High standards of ethics, discipline and integrity as well as accountability will remain non-negotiable,” he said. “Every officer must ensure that their actions reflect the core values of the service. We will deepen collaboration with sister agencies, community leaders and the trading public to strengthen border security and facilitate lawful trade. The motivation and welfare of officers will be prioritized.”

He also assured stakeholders that operations would be anchored on justice, equity and fairness, driven by three cardinal objectives—management change, compliance management and reputation management. He pledged to operate an open-door policy.

In his valedictory remarks, outgoing Controller, ACG Shuaibu highlighted the unit’s achievements during his seven-month stewardship, noting a total of 476 interceptions involving 761 seized items valued at over N10.151 billion in Duty Paid Value (DPV).

Key seizures included 23,000 bags of 50kg foreign parboiled rice (equivalent to 38 trailer loads), 98 used vehicles, 2,350kg of Cannabis Sativa, 1,820 jerrycans of Premium Motor Spirit, 15 assorted rifles, 4,841 rounds of ammunition, two industrial drones, 25kg of crystal methamphetamine, and four 50kg Russian-made explosive cylinders. The unit also intercepted $30,000 and 110 CFA, amounting to N31 million, which has been forfeited to the Federal Government.

Shuaibu further disclosed the arrest of 38 suspects and the handover of eight containers of expired pharmaceutical products worth N7.5 billion to NAFDAC. Additionally, N419.2 million was recovered through demand notices issued on false declarations and undervalued consignments.

He credited the achievements to the commitment of officers and cooperation from stakeholders, urging continued support for his successor.

“I am confident that the foundation we have built will continue to flourish,” he said. “To my successor, I extend heartfelt congratulations on your appointment. I wish you great success and have no doubt that your leadership will usher in new perspectives and further advancement.”
ACG Shuaibu urged officers to stay dedicated and give their full support to the new leadership, expressing confidence that the systems he put in place will continue to flourish. He appreciated his principal officers, patrol heads, and the media for their support, noting that his tenure at FOU Zone A was both rewarding and impactful.

Highlight of the event was the gift presentation by the COWA members, and presentation of a plaque by the officers and men of the command.
